Meta Ads Now Lets You Set Frequency Control at the Campaign Level

Meta has added a frequency control option at the campaign level in Ads Manager. Previously, frequency control only existed at the ad set level, meaning each ad set managed its own exposure independently, with no way to cap how often a single person saw ads across the campaign as a whole.

What actually changed

With campaign-level frequency control, the cap you set applies across every ad set inside that campaign. If you set a frequency cap of 3 impressions per 7 days, each person can receive a maximum of 3 impressions from the entire campaign during that window, even if they happen to be included in the audiences of multiple ad sets within it.

Why the ad set-level version fell short

Under the old system, if the same person qualified for three different ad sets in one campaign, each ad set could independently show them ads up to its own frequency cap. In practice, that person could see far more total impressions than any single cap suggested, simply because audience overlap between ad sets wasn't accounted for.

The requirements

  • You need to turn on Advantage+ campaign budget to access campaign-level frequency control.

  • It's currently only supported for the Awareness and Engagement campaign objectives.

  • You can choose between a Target frequency or a hard Cap, depending on how strictly you want to enforce it.

This is a small settings change with a real effect on how much control you have over total exposure, especially for campaigns running several overlapping ad sets at once.
